His hook and his AoE damaging stun that is also a mobility move that lets him hop walls are on long cooldowns? No...
Seriously like... maybe I could see giving his Q a lower CD if you just use the stabey slowey bit but that would facilitate jungle Pyke which I doubt they want to do.
they are that long because he is a support champ and I am guessing they made this choose becouse of this so, that he will be mainly played as a support
His kit is designed for going all in.
If he uses all his skills for kills then he is 100 percent committed to the fight.
Or would you rather him be made into the safest assassin with the best CC in the game?
