Hotfix Quinn's ult to have a cooldown
There's literally no reason for this cancer to have no cooldown on the games most powerful ult.

Calling her ult the most powerful is a bit of a stretch. I'd be all for her ult having a cooldown if it was changed back to how it was pre-rework.
