Guinsoo's Rageblade Nerf?

@Riot. Will the Guinsoo's Rageblade ever get the Sated Devourer treatment where its passive procs every fourth hit on ranged champions? I have yet to see how this item plays on , but I can definitely see people building it on her just like back during the Season 5 days, before the Devourer nerf. What are your thoughts?
