keenen ult timer

would it be possible to make keenen ult timer lower, i realize cooldown items help but with the fact that hes squishy but an ap burst his cooldown makes him spacious between large engagemnets. maxed out he has a larger countdown than other champs still. ex, nasus , a largely played champ by all levels in league has a 72 sec ult cooldown. it allowes him to go thorugh many engagements and still be ready when the next large fight happans or even to allow him to use his ult, pick off one or two ppl and then still be able to go again and have his ult ready down ther line.
