Can we change damage interactions between Tanks and non-tanks

I just played a game against Garen mid with Heal and Barrier as a Syndra, It is so unfair that Garen can deal damage to me while being a tank but I cannot deal damage to him even If i trade with him 4-5 times and my mana ends by the end of It and I need to recall, later into the game he dives me without problem because towers don't even damage him let alone when he activates his W... I know tanks are not in a good spot but when you think of It, If you lane against a tank and you are not a DPS champion like Yasuo or Yi for example you can't kill the tank If he has at least a considerable amount of brain cells in his head...

Garen is a Juggernaut who trades range, utility, and mobility for damage and bulk.

Did you get voidstaff, did you try to just avoid him and burst his teammates as soon as he uses his silence on someone else.

Did you use your E on him during his E to knock him back and prevent him from stacking armor shred on your frontline.

Did your team even have a frontline, garen excels at cleaning up squishy champs who have no frontline to keep him from sticking.
