Challenging Smite & Devourer Balance Suggestions
Challenging Smite currently gives too much damage to champions that can proc on hit effects very quickly coughWarwickcough, while being much less useful on those that can't. I suggest making it an on hit DoT. That way the damage is normalized so that it's useful on anyone who takes it without being overwhelming on anyone either.
My second suggestion is that you lower the base damage on Devourer to 25. It gives 20% more attack speed than the Feral Flare did, and it doesn't need to be stacked 30 times to damage champions. Combined with the extra stack on assist and kills, it stacks much quicker than the old Feral Flare. Lowering the base damage to 25 would still be a huge improvement over last season for the junglers who take it without the out of control snowballing that the item currently gives.
