Am I the only one who find that playing against Xerath is oppressive?
And he has also mana sustain with his passive to harass you even more.
It's not a QQ. I'm just expressing my feelings.

He's very weak to good engage. He's very poor to use up close as everything he does has a delay/cast time.
That being said. I think he's an example of what needs to happen to mana regen. Not exactly his, but I think more kits need unique mana sustain. Make it part of the character instead of relying on an item.
Good point. Or, on the contrary, maybe no mages should have unique mana sustain, which would be better imo.
That's part of S4's problem. Mana Font itself wasn't actually OP. The mana regen was fine. The problem was that players could have zero interaction to gain that mana. Xerath has to move up and AA. And to get the most out of it, has to AA a champion.
This is an example of good mana gating.
Mana costs can be adjusted on champions who gain these effects if needed. But most just need small tweaks.
An example would be Lux. Who was heavily balanced around having the old Mana Font
Make her passive also grant "Restores 5% max mana on next passive proc". This means once per cast, she can restore 5% mana by going up and AA'ing. This is a vastly weaker version of Xerath's passive. If she QER's she only gets one proc(from the ulti) as it wont stack from multiple spell casts. But she can E a wave, proc it, W, and proc off another passive for 10%. But it requires spending more mana than she's getting.
The overall returns wont be game breaking. But it will help her manage that 130 mana cost on her max rank E much better with enough skill and safety. If it's proving too much somehow, Q can get a slight cost increase.
Yes, my bros and i have a nickname for Xerath. Fun Police His lane is boring and annoying as fuck because if you picked before him and it wasnt an assassin the lane is dodge the skillshots until you have to base. You can't dodge them all, and low CD long range poke is absolutely stupid. The worst part is that its not like it is weak poke just constant, later on his poke is constant and high damage unless you are the tank. Once he gets blue he is gonna afk farm for 1500 range away and never run oom.
Ziggs isnt that bad if you arent melee, you can dodge his and it becomes noticebly harder to hit at close range. Plus the mana regen changes hurt him real bad. Lux is kinda the same deal, the worst parts of xerath and ziggs, but she runs oom even faster and is squishier.
I don't think Xerath is really OP, just awful to play against if you didn't pick someone like talon, zed, or ahri who is going to get in his face.
He can be a bit oppressive yea, but It's the same deal with Lux, Ziggs, Nidalee... They all have that oppressive poke.

you really putting lux on that list? Lux who uses her "oppressive poke" 6 times and goes oom?
Oops you had potions, sorry for the inconvenience enjoy your free lane now.
I am absolutely putting her on that list. She can be very oppressive. There are many tools to deal with going OoM. Perhaps you should try incorporating a few, they help a lot.
Beyond that, she should win her trades with Xerath because of her shield and her auto attack. If you are getting poked out of range before that, well you're just letting him outplay you. It's a skill thing.
EDIT And for the record, I feel that Nidalee is only slightly 'overpowered' currently. A very minor nerf to her mobility will put her right back into place.

It's very much not a skill thing, xerath can afk clear from out of lux range, except for every now and then when his passive comes back up, while lux has to go into auto range EVERY TIME to clear. Xerath is inevitably going to have an easier time of it, even if he doesn't decide to try to outpoke her, which he can.
Not Lux and Ziggs, at least not anymore. Those mana costs are harsh.
But I'd agree with Nidalee 1000%. Her kit is toxic and overloaded. A Soraka heal, free Kass ults, an execute and a spear that hits for half your health.
If they fixed that invisible spear...
Step 1: Pick any champion with a combination of gap closers and high burst
Step 2: Shit on his face before he can poke you down
Basically, if you let Xerath harass you, you're going to lose. If you get up in his face and burst him before he can whittle you down, then you're going to win.
Yeah I agree, but If you don't have that kind of champion, you'll be killed slowly and intensely. You can't just trade with him because there's not another champion who has more range than him and if you try to approach him, he just combos you :(
As much as I hate being poked down by
, laning against him is a tropical vacation compared to
and
