Can somebody explain to me why this isn't a skill shot? It's pretty ridiculous to not be.

He's an old champ, who needs a Gameplay rework as much as a Visual Update. But, thankfully, he isn't the worst of offenders so he is way more on the list.
Because he is oom after using it 3 times and has to buy mana pots when he comes back to lane.
Because it does nothing but damage. They're much more careful about point-and-click CC.
