Not a bug, and not attainable in live gameplay as it requires stacking her passive to much more than 5 stacks.
It's not possible to achieve in a game, so it doesn't actually matter.
All of Vandiril's blatant click-bait "builds" are using methods not possible in a live game.
Vandiril is just breaking the game as usual, just because you see something like that doesn't mean you will ever see it in a legit match. Pushing the game to its limit is part of what this guy does.
