Borders for the new skins

I was wondering if you had to buy the skins first or can get the border now and buy the skin later but still have the border. Thank you for anyone who can clarify.

I actually asked this on their FAQ post, and they said that you can craft the border without owning the skin, and that as long as you crafted the border, you'll have it for whenever you buy the skin.
