Season 9 turret sheild buffs and ziggs

I just wanted to know other peoples opinions on how champions like ziggs, tristana, yorick, and heimer will be affected by these changes Me and my friend are having a discussion over whether or not this will be a buff or a Nerf, you could see it as if they can push hard enough they can get all that extra gold so early on but if they cant than some of their main strengths will be taken from them until prior of 14 minutes. However I do want to discuss ziggs, with ziggs you can execute towers with 1 1/2 shields left which in my opinion seems GREATLY overpowered. Any thoughts?
