How dose ingame EXP work? minions in general

I am playing Nautilus Nautilus top lane against a Bard Bard, i am 12 cs in the game and this Bard Bard has only 6 cs, he is already a level ahead of me? The whole game i am like 10 - 20 - 30 cs ahead of this guy and he seems to be a level ahead of me no matter what? is the EXP system different for other champions? why i post is cause i find it unfair that i am trying harder getting cs and the other guy gets to relax and go with the flow. RIOT i need an Adult help please tell me is it just me?

Bard gets some xp for collecting his chimes, so that may have given him a slight edge.

Xp is based on proximity to minion death, not necessarily for getting the cs, so cs differences don't imply xp differences.

Did you back? XP is an "AOE" type thing. As long as youre near the minions when they die you still get XP.
