(Character quality) does not apply to all champions?

I main with one champion as i saw that skin was still in bad quality and it was in the most highest (character quality) i could get it at but still i didn't know what was wrong so i found out that (character quality) doesn't apply to him any more or for that matter, the only way for you to get the full quality of his skin is to change your (effects quality) to (very high) and this so far goes to any skin that i tired out so far was the new skin warden Nautilus, astronautilus and subterranean, i have a picture and i hope every one will see what i am talking about!
