you can get random chroma for 100 tokens, but all the chromas cost 150/175. so if you go for all of them its better to just buy all random. riot. logic?

I'm 99% sure that you can only buy the random chroma/icon once.
There is an asterisk underneath that says 'Redeemable once' and I think that most likely applies to the 100 token random chroma/icon deal. It wouldn't really make sense for that caveat to apply to a direct purchase of a chroma.
With that being said, I think they forgot to put the asterisk in to make it clear.
