Annie Nerf (Makes Sense Please Read)

So veigar was given a nerf on his 'e' making it so their is a delay before your death in the next two seconds. So that says to me they are nerfing his 'e' so it is predictable and you know when its coming. So lets think of another champion who has a surprise ability which will kill you in two seconds before you can move So if we were to put a delay on it lets make it so she throws tibbers and there is an animation of him becoming a giant fiery bear of doom. It could be a .25 second cast time or whatever and it makes it so you can see it coming. I'd say either do this to annie or bring veigar back to his old self because he isn't that op.
