What happened to Tahm Kench?

Part of it is probably that tanks are weak and teamfights end too quickly. How are you going to last long enough to get three stacks on an enemy? If you eat your adc in a teamffight, your team will get deleted while your team doesn't have adc dps, so you lose the teamfight anyway. Nothing in his kit is good in this meta's stupidly-high-damage-over-in-0.5-seconds teamfights.

He's a good champion but not for a shitty meta.

He’s in a pretty awkward spot for a tank support most tank supports are either super protective or agro engagers. While his W is an amazing saving tool it’s the only real supportive ability he’s got. That’s not to say he’s bad though since in exchange for that he’s got increasingly dueling potential and defenses for a support, but he’s just so different that only mains of the champion can pull him off now that he’s less reliable.
