Reporting during champion slect

Many a time people troll in champion select. Whether it be to get what they want, (champion or role) or to get someone to dodge for whatever reason. This results in an innocent player dodging, and being punished, for someone else's actions. OR. Nobody dodges, the game (typically) goes horrible, people either rage, afk, feed, or a mix of the three, and you waste 20 minutes of your life wishing you dodged.

I'm offering a solution to this:

step 1.) add a dodge button next to the X, some form of way to leave queue without closing the browser. (some may argue this will make dodging an "option", but I fail to see how a dodge button will increase the amount of dodges that already take place. step 2.) the reason for the dodge button, is once you dodge, it brings you to a new window. The window will read something like this "Is there a reason you dodged?" with whatever else riot adds. There will be options:

-I couldn't play -A player _____ with 4 options of player names from the queue.

step 3.) reporting the player will send a feed of the champion select to tribunal for analysis, and players will be punished based on what the tribunal determines.
