I really liked the idea behind the position ranks, but it is true that they just weren't working the way Riot thought they would. I wish it would've worked as well as Sapmagic envisioned, but it's better for everyone this way.

I don't understand why people asked for this and why they're happy now.
Positional matchmaking works to make for fairer games, and all positional ranks meant was that the game gave you an indicator of what your MMR is for the different positions.
Positional matchmaking will continue so you will still have positional MMR.
All Riot is doing is taking away the indicator and only giving you a rank that represents your play at all positions.

Good. Was a stupid idea. Obviously people getting the roles they aren't maining would lose their motivation to play knowing that, as a top/mid main, losing as jungle or support wouldn't really have a significant effect.
I'm not saying this throught process is "correct" or fair, but its definitely how enough people would think of it for it to be a problem, and it was. Predictable outcome.
