How to deal with a fed annie?

Annie is one of those champions, who usually does get fed during lane, 2-3 kills ahead. Normally I would avoid ganking that lane right away because it will most likely get me killed and the mid laner, get me set behind in GPM. But in low elo you get these clown team mates who find the need to rush there from bot or top lane ( lose their gold potential allowing their lane enemy to get fed off gold), and they die. And they feed and feed and feed and feed,. You try to explain it to these people but they wont listen .

I went to go push other lanes when empty, I recommended my team to sit at base and just hold off since they had tower/turret advantage. But they didnt do it, they fought outside their turret .
