I have never under stood why poppy's w is ap scaling. no one will ever build ap items on poppy what so ever. Why can it not be health based or even armor/magic resist based. it blocks "1" dash from a opponent and then you got a speed buff. thats about it.

In all honesty, a fair complaint.
Poppy isn't doing too hot in the meta right now anyways; poor girl could use a buff.
i thought that the ap scaling on weird abilities was for baron buff.
Because Riot wants the W to be used for the utility and cc is gives, not the damage However, abilities without any damage or scaling are seen as weak or useless, so giving it a little damage and a scaling the poppy will probably never use is a good idea
Small AP scalings on champions who don't primarily build AP might seem weird but there's a reason why they exist. The main reason is to widen build diversity by slightly increasing champion power when building items that offer AP.
A prime example would be 
which has both AD and AP components. For AP champions the AD obviously increases their auto attack damage but for AD champion the AP wouldn't do anything if they didn't have any AP scalings.
Idk why her w only works once per person when it has almost no damage on it and its cooldown is so long.
