Zed should be able to throw his shurikens while moving

Honestly, I feel like zed is so slow when I play him.

A buff such as giving him the ability to throw his shurikens while moving would be very strong.

How would this completely break him? It's a buff that will allow him to get additional damage out quicker.

Ok the nerf is his already insanely strong and viable Ultimate. Or maybe his ability to double Q.

Part of him stopping to throw is to let him be vulnerable to poke.

So you're saying a champion which has counters available to EVERYONE item 3157 item 3140 summoner 3 summoner 21 (armor building does it too) and some serious champion counters Fizz Kayle Lissandra Shaco TahmKench Skarner Malzahar Elise Ekko (there are more) is "Too Op"? He is balanced because he has some serious risks if a team decides to outlaw him while having to burn most of his resources (if not all) to get a kill on someone who is evenly matched with him. He also either has to burn his w and/or his ult to escape usually making him vulnerable (mobility-wise / some damage+range) during that time.

Now don't get me wrong Zed IS strong, by no means is he weak he has mobility and damage (two things an assassin should have) while having a plethora of ways to counter him (well timed /placed cc, dashes and invisibility also do the trick). Note that Riot removed the silence from Leblanc and Talon because the silence left no counterplay.

But yeah i do agree the 0 windup time on his q (effectively so as he would not stop to cast his q) would make his q damage too reliable seeing as his q is supposed to be high risk high reward.

Sorry for this long rant-like dialogue I rather a champion not get nerfed to oblivion because people can't see the whole truth.
