Promos matchmaking??

Hi, I was doing my plat 4 promos today for the second time, (Thank god for 0/15 tops) and I was just wondering how I got a Silver 1 Jungler in my game? he was like 7-3 right out of placements with Gold 5 mmr... Now I'm not a genius but I think Gold 5, and Plat 4 is quite the LP gap, considering I'm top 7% and he was top 33% in NA ... He was 1350 mmr and I'm 1780 MMR.. Now that's quite a gap... He was not duo with anyone.. Does riot toss these guys on your team to make the game extra hard to win? I'm just confused
