Rework Soraka

I was playing against one today and sure her laning phase is beyond godlike with the sustain... She beat me as Sona, but all I said was "Wait 20 more mins"
But in games with
They'll smell the Soraka and her masochism heals paying 10% health cost, and kill her. 
Soraka's mana giving was broken , maybe, but was the answer making a champion like her, her passive isn't even useful and in a game where at 40 mins people are dealing 400-600 burst damage, Soraka players just won't have the reflexes. After her 15 mins of laning phase fame , she falls harder than the US Economy during Bush's presidency. At least old soraka could top or mid... but now she has an useless ability if she tries.
"We encourage you to try champions with new roles" except Soraka, because she's locked as a support, cant travel alone.
In team fights her heals scream "Soraka open, free gold." People say "her heals are powerful"
Doesn't beat the heals 
, , can bring to the table when you add the fact they've got REALLY potent CC and are overall MUCH more effective and EASIER to play...
Less risks, more rewards.
Soraka is a high risk, low reward support. Even if you get your carry fed somehow in the first 15 mins of the game, Late game with a Soraka on your team is basically a 4 v 5
I felt sorry when it was late game and Soraka became just Useless.
, yeah, you pretty much shoot yourself in the foot if anyone touches you and turns off that 3%. Hell, even if they don't, it's still not as effective as ap in terms of healing yourself alone, let alone allies.
This is coming from someone who mained support (primarily Nami for most of that, but some Janna and Leona too and every support at least somewhat) for about three years now, and I've mained Soraka hard since her rework.
