(QoL buff) Remove minimum cast range on Cass's W (Miasma)

Lately, I've been playing heaps of Cassiopeia games and I really enjoy the rework. She's a fun, solid champ with several build/laning options and it is sooooo satisfying to land a good Miasma(w), like on par with the feeling of landing a 4-5 man ult. However, really the one thing I don't like is the minimum cast range on her Miasma. Cassiopeia has always been one of the iffier champs in terms of defense and it would really bolster her ability to defend if she could cast Miasma on herself.

Plus, it's really annoying having to compensate the minimum cast range when taking jungle.
