Magic Pen vs No Magic Resist

I've been wondering a while, if I build my first two items (say as neeko) and I want to get my tier 2 boots, should I bother getting sorc shoes if nobody is building Mr (if they are building armor for my bot Lane or something)? I feel like it would only reduce their base mr to like 2 or something, but I'll only be doing 18 more magic damage, it doesn't seem worth it to me. ?

Flat penetration gets better as the target's resistance gets lower.

item 3020 item 3916 are good against low mr item 3135 is good against high mr

Depends on what rank you are but generally speaking sorc boots is the best in low elo. Once u hit plat/diamond u need adaptive buys. It isnt uncommon for a mage to simply get tabi or merc base on the match up. However the general rule is get pen if youre ahead.
