Surrender timers

So I have played a LOT of games in League, and about once every week or two I'll have a game where I KNOW we are going to lose, and I go to /ff... and I can't.
Earlier this week I had a game where the enemy Teemo just got a quadra kill, the mid-laner died early and left, and two of our inhibitors were down. This was at 10 minutes. Sometimes this kind of stuff happens, and I just want to know the community's opinion on shortening the surrender vote down to 10 minutes or less, because there are games where trolls, AFKs, or just a plain old Teemo force you to say gg.
