For real it's been forever since this has been the most popular game on PC, there is absolutely no excuse. Also properly use the GPU. I shouldn't have bad fps while my GPU is only using 50% of it's power.
I'd say League is more of a CPU bound game than GPU bound.
Out of curiousity...
What CPU + GPU do you have?
My setup is
Intel Core i7 4770k @ stock speeds. (I'm too scared to overclock)
Sapphire Radeon RX 590 Nitro+ 8GB GPU. (This cards the AMD equivalent to a GTX 1060/70)
I can maintain 200 FPS+
Try turning off "Wait for Vertical Sync" in your video options if you have that enabled.
It does lower fps.
