Eliminate levels/ip costs for runes or give level 30 players ways to get access to alts without making a new account and leveling it. No level 30 player actually enjoys having to level up a smurf, and eliminating this process would make games much better for lower level players.

Smurfing is a thing for us to stomp people. Don't ruin it.
if they didnt want peeps to stop smurfing, they would have done something years ago.
That seems to me that that would actually create more smurfs, as the struggle of leveling/acquiring runes is a fairly big disincentive for people to create one.
Maybe your thing might make the 1-30 world slightly less smurf-y (albeit not entirely, since one of the many reasons for smurfs is for people to be able to play with their low leveled friends without having the associated mmr making it really rough on their new friend), but there'd be a whole world of smurfs in bronze/silver/gold.
Precisely how 'alts' would work might vary, but however you do it, it'd spoil someones intentions behind smurfing, so you'd still get them done the traditional way.
They want smurfs because alot of time when people create smurfs they use money on the smurfs as well.
I'm only Bronze but when I get a team of braindead feeders 5 times in a row, you bet your ass I'm gonna log on to one of my sub 30 accounts and stomp newbs to improve my mood.....Only problem....running into Gold and Plat smurfs.
