You can legit reach 59 flat armor pen and 45% bonus armor pen and 37% armor pen for a total of 59|82%. With these items & runes here:

and that mastery in Ferocity that gives +7% armor pen. 19 armor pen from runes+20 flatpen +10 flatpen+ 10 flatpen+ 6stacks on BC = 30% armor pen +45% bonus armor pen
