Can someone help me understand Sejuani changes on PBE?

If you didnt see:

Attack speed at level 1 increased from 0% to 10% Fury of the North (Passive) [new] now falls off after hits from small monsters

First one is self explanatory: more att. speed means faster clear, got it.

I also understand what the second one means, you will lose the bonus armor/mr due to small monsters damage. My problem with this is that its noted as a buff. Im i missing something? How is this supposed to help the champion?

she isn't being buffed, she's being rebalanced. less skill reliant on having to kill big boi's first because most low elo's kill the small fry first. +atk speed to maintain "healthy" clears and not have high elo abuse the passive not being changed.
