After his followup changes he was strong, all that's changed is people got the stick out of there ass and started playing him or against him with an open mind and realized he is fine.
Overpowered is a long shot though.
How to counter veigar: Beat his ass for the first 30 minutes so he doesn't even break 100 cs.

The problem is that a good Veigar wont blind pick him. Also the list of champions that counter Veigar is very small compared to the list of champions that he counters
Veigar counters:
is pretty much the only hard counter and is much less useful late game. and are barely soft counters for lane, but they can't even breath near him after 30 minutes

Here's the fundamental flaw with Veigar's kit. Say you are playing an AP champion against him and you kill him once or twice early. You go back and buy an AP item. Your reward for beating Veigar is that you actually give him more damage. Not just a little bit of damage. 80% of your own AP as damage. Not that he even needs that ratio on his ult. He can easily blow up AD champions in a single spell rotation as well
It reminds me of complaints about 
from the juggernaut update. You kill him in lane and he gets rewarded by that by blowing you up with his massive true damage ult when he gets back to lane. It's that being rewarded for doing poorly mechanic that people hate
His Q got buffed so now he can stack 2 minions per Q. Its pretty easy to get a free 200 AP by 20 minutes on him

To counter Veigar:
Play Yasuo. If he tries to lasthit the big cannon creep, place your wall. Nothing, just nothing is more frustrating to see 2 bonus AP gone because Yasuo farted in the right direction.
He isnt that hard to counter people complain about stuff they don't understand.
When you're Veigar... Farm Q, get 50k AP, oneshot enemy team.
Who cries that veigar is op? Never seen such people.
He and Lux got some needed consistency buffs that, yes, made them stronger. But both of them are insanely squishy and completely immobile.
Immobility is a weakness. These champions should be strong, because positioning is key -- they can't get out of trouble if they overextend or get caught out.
Veigar Choreographs his intentions blatantly. You can tell when he's trying to land a stun on you. You can tell when he's trying to position himself for a kill. If you can't pick up on these BLATANT ques then you need to really think about how you play the game in general.

Honestly, if exiting the AoE is too dangerous, you can just stay in the ring and run around like an idiot for a good chance of evading at least one of his skillshots. Also, Veigars tend to feel safe once you're "ringed". Close range mages (looking at you ) can just flash over the wall and take him by surprise for a kill.
Veigar always was anyoing with the oneshot no counterplay. However he seem to be lackluster in any other situation. He's fine right now.
You get to ignore one of his spells.
You can survive all of his spells.
You can get out of his stun.
You can make his life hell.
There's ways around the Veigar- utilize them.

Calling Veigar op is not ok. Not only is he sub-par the way he currently is, he's only really able to take out 1 person in a teamfight, if the enemies he's facing are good. If they all stand under even horizon idk what to tell you though, other than it's their fault.
I swear, it went from absolutely stomping their feet at Ahri to throwing a tantrum because of veigar. The bandwagon effect is so real on these boards.

To be fair. I play mostly ARAM, and I've thought Veigar was OP forever. Even with the E delay, it is one of the strongest ARAM abilities in the game.
