A QoL(?) buff that would really help Lucian

Right now the MS buff on his W is very situational and hard to use because of the cast time/animation. What if his W applied the MS buff, without him having to hit the target again? It would make it useful in chases or escapes, and overall make his mobility better, which is what he really wants because of his short range. Thoughts?
