AP Assassins need more CDR.

So the new Transcendence mastery has opened up build paths for a lot of casters, allowing them to overcap CDR and get free AD/AP. However, AP assassins (that don't build Morello, AKA all of them atm) are really hurt by this change:

It is very hard to max CDR on AP assassins, you'd have to take Transcendence, Lichbane, Zhonya's AND Banshee (giving up around 70 AP, 10% MS and 15 MPen) to reach the cap and even in doing so, you don't even get to benefit from Transcendence's second overcapping passive since Void, Rabadons and Boots are core. What this also means is that AP assassins can not buy snowball items like Haunting Guise and Luden's (items that should have been for them in the first place) since they wouldn't otherwise be able to max their CDR.

Meanwhile, AD casters and assassins do not lose anything by maxing CDR, all their max damage items also give them CDR (Youmou's, Duskblade, Death's Dance, potentially Cleaver) and they can overcap very very easily (since pretty much all their other items give them CDR too) and thus benefit much more from Transcendence.

I know at this point Riot adding CDR to every item is basically a meme, but one role who has not benefited at all from it is AP assassins, and now that overcapping CDR gives free stats they are being hurt even more from it. I know there are new AP items on the way but I think something that builds out of Haunting Guise and Fiendish Codex would be really really nice for AP assassins or perhaps just making it so that Void and Rabadon's weren't so essential but that would be harder imo.
