Annie's Q stun coding VS Vlad W and Fizz E

Okay, so is it suppose to keep the stun ability for Annie even if I dodge her Q with a playful/trickster or sanguine pool? It seems so slanted towards Annie, I mean she loses the stun if the Q reaches a minion but doesn't kill it; I mean in the case where the minion dies while the Q is in flight; but when she casts it on Vlad or Fizz and they go untargetable she retains her stun ready cast even though she just technically used the spell and it failed to land on an applicable target, like the case where a minion dies as I stated above.

It makes actually playing with timing and dodging that skill completely void, it's only a 4 second CD at most and now she still has her W to hit with when you become targetable.

Tl;Dr Shouldn't Annie's stun charge reset after casting Q and the intended target becomes untargetable, thus the spell does nothing just like when hitting an already dead minion.

It is weird when you playful/trickster her Q only to find pyromania never was consumed. It makes counterplay almost impossible. But if they change this interaction while annie is already in such a poor spot compared to other mages it'll wipe her from mid lane completely. She needs a rework. Her current kit isn't doing it. Basically a juggernaut in terms of mobility and range but a mage in squishiness. And building ROA isn't feasible. It wrecks her early game hard. She has to have it, and yet building it hurts her. It's pretty crazy.

Annie Q stun is ON HIT not on cast

Does tibbers or w on nothing consume the stun?

Her passive reads exactly this "After casting four abilities, Annie's next damaging ability stuns enemies it damages for 1.25 / 1.5 / 1.75 seconds."

While it also says it stuns enemies it damages, the exact wording to progress her passive is through CASTING her spells, which means just casting Q should consume her stack, whether it hits or not.

Yep, that's how it works. Windwalling her Q won't consume the stun either, much to my annoyance.
