Slow Motion bug PLEASE SOMEONE HELP ME!

Okay, I've looked up anything I can think of related to this. But nothing I find and try works.

It's not a frames issue, my frames never change during the bug, and it's not an MS issue as it never goes over 70 every game.

But it happens EVERY game and it usually happens every 30 seconds-2 mins, it just makes everyone and every animation move like a slow motion mode has been enabled, then my character and everyone elses skips to where they actually are and my game blinks whole character models out of existence when it is catching up.

This bug or whatever it is makes timing moves and abilities a nightmare, and honestly makes it near impossible for me to enjoy playing a game of league of legends, I really need this fixed or I'm just going to have to give up playing the game all together.

I've tried unistalling everything league and doing a install fresh, I've tried going back to the old client instead of the beta one, I've tried changing my clock which some people reported working, but only to have the command not do anything other than tell me I am denied access. PLEASE SOMEONE SAVE ME FROM THIS HELL! I enjoy playing a game of league no and again, but am pretty close to just saying screw it and not bothering with it anymore because of this issue!
