A question about Rumble passive

Why can he flash while silenced by his passive? It seems strange. Instead of nerfing his ult CD, couldn't Riot fix this little thing about his passive to balance him maybe?

It says he can't cast abilities, not that he's silenced.

As Pete said, even tooltip states that it's just his abillities that are disabled, he can still cast summoner spells.

And aside from that, a change like this would have been a bit too much honestly, overheating already leaves you with very few options to do anything.

As a Rumble main, this would ruin a bit of him. Like, obviously he could still be played, but not having a gap closer other than a speed boost is kind of lame(seriously, slow) in this League of Mobility. Not saying he's underpowered, but for someone to just simply dash away while he's silenced and about to kill someone with one AA or his flamespitter, but live because he can't play would be really bad. And that happens a LOT in this meta.

Basically, as Rumble, what you do is get to like 40 heat, then use your E to slow them and fill up your heat, then W if you still need the gapclose, otherwise save it for when they turn on you or you need the speed boost, then Q, then W before your heat goes down or when you get into AA range and slap'em in the face. Unfortunately, due to him not having a gap closer like Yi or Jax, or Shen or Vi, or Lee Sin, they can easily dash away, or at least flash away, and at that point Rumble now has no way of getting back until he's done overheating and can W, E, or ult if he has it up(and hasn't used it).
