The State of Lissandra

So Lissandra had been a bit of a menace in pro-play up until the Q CD nerf, which completely forced her out of pro-play unless used as a counter pick (and that Splyce game humanoid basically inted since he could never get any form of control due to the obscene CD of Q at early levels), what would have to happen for Riot to dial back this nerf, even a little bit, because Lissandra is already heavily gated by high mana costs, a weird build path (to say the least), and extremely short range abilities, but now she's also gated by an inability to gain any form of control over the wave in the early levels and being forced under the tower by just about every other champion. Until level 9, her trades are atrocious due to having such high base cooldowns. When other champions dominate pro-play for literally years (Twisted Fate, Zoe, Jarvan, Leblanc, Ezreal to name a few) they are either completely untouched by the Riot banhammer, or nerfed slightly patch after patch until they aren't op and just viable, still good btw, but when Lissandra is VIABLE she gets a nerf so hard that she becomes irrelevant in both pro-play and solo queue. So, yea, this is mostly a rant about how my favorite champion got a nerf that I (and others who main said champion) feel was too harsh, but its also the basis of a question that I hope Riot responds to. What would it take for Lissandra to get back her 6 second Q CD? We Lissandra player appreciate the damage buffs coming tomorrow in 9.20, but damage isn't her issue and buffing her damage doesn't fix any of her issues. Lowering her Q CD or its mana cost significantly would fix some of her issues. Perhaps a middle ground could fix the issues, something like a passive on her W - Ring of Frost that said something along the lines of "When hitting an enemy {champion} rooted by W - Ring of Frost with a basic ability, refresh the cooldown of that basic ability. This can only happen once per root." So she can either get 2 casts of her e or 2 casts of q per trade, which she could do before the nerf. And, per the omitance of the champion requirement, provides proper wave clear in the early game, allowing her to rotate for early fights much more reliably.

the only thing making lissandra op was aftershock, instead of nerfing it or just fixing it (removing it) they decided to gutt lissandra, now shes just a mage creep.
