A resolution to dodging

Dodging in normals is very common, and also very frustrating. Now yes, the time wait for dodging games is somewhat effective, but I have a better idea. Say somebody dodges a game, well, Riot should implement a system where their account will be flagged for dodging. Then, in future matchmaking, that person will be matched with other flagged accounts, so they can play in their own little realm of dodging, and see how they like it. This system can be used for other issues - such as toxicity, disconnection, etc. Now, I don't claim to have came up with this idea, because I think DOTA and Blizzard and many other MOBA games have adopted this system, but it's a great idea.

Riot has declared that they won't implement Prisoner's Island.

However, Prisoner's Island is a perfect solution to all of the above. Sticking players with others like them means they'll not be ruining our games, because we'll be in other games without them in it. It also means nobody is banned for it, so nobody needs to make new accounts and level them to 30 to ruin games.
