Instead of turning Neeko into the next Zoe...

So if you don't know about the new champion, Neeko, she does quite a bit of damage, and it would seem overpowered to keep her like that. Instead of completely derailing her damage as a burst mage, there's a simple solution to keep her fun but balanced.

Her q ( Lux E, but it can recast up to 2 times if it kills a minion or hits a champ) Her w ( Leblanc passive) Her e (Lux Q, however it passes through everything and speeds up when hitting multiple units) her r (Nunu ult without the long channel) So you can imagine how "easy" it is to throw her E at a wave, root the champion and throw your Q R for all that damage.

Instead of deleting all that damage, q damage should be reduced based on how many enemies it hits.

-It fixes her ability to farm easily, since the q procs on minion death. You would have to time it precisely to accommodate for the damage reduction per unit. -It makes it less rewarding to hit empowered E. Since E is empowered when hitting units, Q won't do as much damage to champions in their wave, especially with electrocute. -E by itself is still "moderately difficult" to hit without enemy units, so it still retains the reward of catching out an enemy champion and dealing full q damage alone. -Since her E can root multiple enemy champions, her q would deal less damage in team fights but it still opens the opportunity for her ult, which is already very strong.

Long story short, E Q combo is overpowered during laning and and teamfights, but making Q damage based on amount of enemies it hits is balanced.

Edit: Keep in mind that this is only to address her combo damage, and not mana use, speed, or any of the other stats.

her Q is way smaller than lux's E and will probably deal less dmg since it can hit multiple times. so just walk out of the second one. W will suck in solo Q its a skill that will be op in pro tho its like lux's Q but shorter cc in exchange that it cant be stopped by minnions i dont think its unfair

her R is like ap nunu that ult in the middle of enemy team but way shorter waiting time. i do think its a bit too strong but i get the feeling it will only be usefull if you have a lead.
