I've seen some people with honorable opponent ribbon/badges however you want to call them, and I was wondering, how do you get those?

By being honored with "Honorable Opponent" many times by opponents in the post-game lobby.

I have 98, but I read others saying they only had 30 when they got it, is there something else to it?

The various ribbons are based on your honours compared to total games played. They're sortof outdated at this stage and that system is probably going to be revamped eventually, as they're quite difficult to acquire/maintain once you have lots of games under your belt, even if you are fairly consistently honour-worthy.

People don't always honour people after games anyway (even when they're deserved) so yeah.

So what happens to a player who has one and then loses it for, say, leaving a game? Can they ever earn one again or do the above considerations mean it's unlikely to earn one once ranked level?

I don't know if you lose them simply for leaving a game, as that'd be rather unfair to those who legitimately have one-off connection issues or a real life emergancy or whatever.

Still, if you lose one, it's theoretically possible to earn one again, but it's unlikely.

You have to be honored many, many times, leading to a high-percentage and consistent amount of times honored. And the points decay as well.

The standard is high, too high, and nobody bothers to use the honor feature anymore and it doesn't really do anything; there's a reason people say it's a failed behavior system. E.g. you can get hundreds of points of honor and never get a ribbon because the only times anybody bothers to honor anyone anymore is if you get matched into a pre-made, and work together so in sync that you group and just fall in love with your team so much that everyone just spams it at each other.

Otherwise, no one uses it and nobody gets a ribbon, and if you did manage to get one, it will likely just decay and fall off.

The funny thing is you don't. Unless you are popular or something most of the time you will almost never get enough to ever get a banner of any kind and more than likely will lose it after a little while of getting it.
