Those are left over assets from when LoL was in Beta. You can see more of those on LoL wiki. Last time I remember seeing those in LoL's files was when LoL's files weren't incripted and you could just poke around in the install folder, which was like...pre-season 1.

As for those icon intentions: It's fairly common to give a pretty generic name to a character until an awesome name is figured out for them, so most of those were ideas for Ashe's kit before Ashe was finalized.
