Would tank Varus work?
His W does percent health... Thoughts?

No, he's innately squishy and heavily AD dependent to do anything. If he runs full tank he will get killed on account of not doing enough damage. You can have all the tank stats in the world, but if you can't kill your enemies or shut them down, they will kill you, slowly.
He doesn't have any defensive scaling parts of his kit, and his base damages aren't particularly impressive.
