Rune Pages are a Joke

Why on earth do you make it so that rune pages are unlocked at around 8, custom pages at 11, but to make a custom page that is different than the premade garbage you must be 15. Riot you are a joke of what you used to be. Money grubbing tools that do not listen to the players.

How does that make them money grubbing exactly? The thought process is that new players can focus on the game itself instead of throwing them into the deep end with learning the game and rune pages which are complicated in themselves. It isn't like you can buy them early.
