Nerf Champ because of certain mastery

Seriously, who came up with an idea to cut off champion stats because "hey, this rune is too strong on him, lets nerf this champion stats" ? its not the first time i see it and it really gets on my nerves right now. lets take a look at jarvan (even if hes not the only champ that got nerfed, just because of a rune which not everyone use): "Electrocute's high burst damage means Jarvan is laying down serious gank kill threat, so we're taking away some of his base damage to compensate." - just because the thunder was too strong on him- somebody decided to nerf CHAMPION. well what if i NEVER USE THAT RUNE on jarvan? its very cool to advertise "oh, we made new runes, so we see more diversity and more unique paths to gameplay", sure and now you nerf not the rune, but the champion itself- for EVERYONE. doesn't matter if you use that rune or not- you're getting nerfed... and that's beyond stupid. seriously was there some kind of management or owner changes inside the riot we don't know about?
