why not change the ratio on miss fortune E?

has always been a strong and harrrasing champ but their was always something that always not just made me confused but wondered why give an ap ratio to her E when she is build as full ad or ad and as i think they should change her e remove the ap ratio or lower it to 50% and give her E an AD ratio like 30% or 40% bonus AD ratio that would give her a reason to use more her E maybe lowering the base damage just a little since she is been used more as a support when she is a powerful adc but her E falls flat in all of her kit
