Same way you did before he was meta; pick champs that can outrange him and supports that can mitigate his burst.

The short answer is you don't. He is a lane bully and he will beat you assuming equal skill.

The longer answer is that you can, but you need to outplay him or have longer range. lucian is very short range, so if you have anything that outranges him you need to poke him out first so he can't all in you. Caitlyn is especially good at this with her long range auto and Q. Supports also factor in. If you have a healer and he doesn't, poke is especially effective. Basically, if you can get him poked down to the point where he can't all in, you're at an advantage.
