There was a Project Yasuo Splash Art WITH the First Strike Border

Unfortunately I don't have a picture or screenshot, but in a game a played recently today, well my latest game played, in the loading screen the enemy Yasuo happened to be using the Project skin which had the first strike border.

I am curious of a couple things. First of all, I checked the store and made sure that there were no project cases/skins released. With that being said, how could someone obtain the border on a character that shouldn't have the border in existence at the moment? I could have missed something but to me this seems like a bug, and when I asked the Yasuo in game, he just replied "I have no idea". Of course there's a possibility he didn't want to tell me how he got it, or he could sincerely have no idea how it happened.
