HOW RIOT COULD REDUCE LAG FEELING

Allow skills to be buffered before they are off cooldown the way they did with Karthu's Q and Ryze's Q, there are many skills in the game that could benefit from this (like yasuo's E) and it literally does no harm to the game (since they still need to go off CD).

This is LITERALLY just a good change, vote this so RIOT sees it (but they just wont listen anyway).
