Yasuo's E change?

I read somewhere that Riot changed Yasuo's E so that it worked like Irelia's Q, where it can be pre-casted for high latency.

I don't know if im cray but im pretty sure this is live right now but only on Odissey gamemode? again, maybe im crazy but it feels WAY better there (I play on 90 ping), and it also makes sense for them to add it on a temporary game mode that has Yasuo as one of the 5 possible playeable characters.

Can someone confirm this?

If thats the case please add it to the normal game mode, if not then please consider adding this feature.
