Why can you still stack lifesteal items?
Isn't one lifesteal item and maybe elixir enough? And it's not like Riot want mages to ever have spell vamp.

For the same reason that I can stack CDR. Because it's a stat in the game that people can buy. What, woudl you rather have a cap of one LS item? What does it matter? No more than 3 (if you have Merc) LS items are really a good idea on one champ in most cases. (For instance, a heavy AD assassin might buy a DD and a Rav Hydra, but not a third item.)
You can have high damage and lots of lifesteal but if you have no armour penetration or crit items you won't be doing much to a tank while the rest of their team smashes you in the face.
Because lifesteal scales with damage dealt, and if you're stacking lifesteal you're doing less damage.
